Catholic Relief Services (CRS) is recruiting highly motivated and dynamic individuals who can work within teams and with local partners to provide high quality development and emergency programming.

CRS is an American relief and development NGO created in 1943 by the United States Conference of Catholic Bishops to assist the poor and disadvantaged overseas, with programs in over 90 countries. Present in Philippines since 1945, CRS’ mission statement calls on the agency to alleviate human suffering, advance integral human development, and foster charity and justice in the world. All of its programs assist persons on the basis of need, regardless of religion, ethnicity or nationality. CRS / Philippine Program currently manages projects in agriculture, natural resource management, peace and reconciliation, and emergency response. CRS/Philippine Program is seeking experienced and dynamic individuals with the following general qualifications:
– Excellent communication skills (oral and written) in English, especially report writing

PROGRAM MANAGER – AGROENTERPRISE (MANILA)
Responsible for supervising agroenterprise programs with multiple local government units, microfinance, and private sector stakeholders. Ensure delivery of high quality training and supervision in operations promoting the production and market linkages agricultural products. Travel required 50% of his/her time.
• Master’s degree in Agriculture of development-related fields such as Agronomy, Agro-Economics, Natural Resource Management, Economics, etc.
• 5-10 years’ experience in program design, implementation, management, and monitoring and evaluation at the grass roots level with local NGOs & government officials.
• Proven ability to provide technical assistance to partners on agriculture and related fields, including assessing technical capacities in order to determine training and support needs.
• Strong experience in designing training and appropriate communication tools targeting extension workers and farmers, plus monitoring the progress of activities for maximum impact.
• Demonstrated experience writing professional reports and papers, with skills in proposal development and interpersonal communication.
• Proven skills in organizational, personnel, budgeting, and financial management, and ability to handle multiple tasks.

PROGRAM MANAGER – AGROENTERPRISE / TECHNICAL SUPPORT (DAVAO)
Responsible for technical support to agroenterprise programs in Mindanao, supervises technical level coordinators, and ensures high quality of agroenterprise programming for beneficiaries and project partners.Travel required 50% of his/her time.
• Master’s degree in Agriculture of development-related fields such as Agronomy, Agro-Economics, Natural Resource Management, Economics, etc.
• 5-10 years’ experience in program design, implementation, management, and monitoring and evaluation at the grass roots level with local NGOs & government officials.
• Proven ability to provide technical assistance to partners on agriculture and related fields, including assessing technical capacities in order to determine training and support needs.

DEPUTY PROGRAM MANAGER – AGROENTERPRISE (DAVAO)
Responsible for supervising Agroenterprise Coordinators in operations promoting the production and marketing of agricultural products in compliance with CRS and donor policies. Travel required 50% of his/her time.
• Minimum of BS in Agricultural Economics, Marketing, Business, and other related field, and/or experience in agricultural trading and financing. A Masters degree preferred in the same fields.
• 3-5 years experience in program design, implementation, management, and evaluation at the grass roots level with local NGOs and government officials.
• Proven skills in organizational, personnel, budgeting, and financial management, and ability to handle multiple tasks.
• Proven ability to facilitate technical assistance and advice to partner organizations.

MONITORING & EVALUATION OFFICER – Agroenterprise (MANILA)
The M&E Officer will develop and operationalize the M&E Plan for agroenterprise programs in Luzon and Visayas. He/She will work closely with CRS staff, participating LGUs, and partner staff to collect project information, analyze and report. Candidates should possess strong knowledge and skills in the field of M&E, project documentation and development of IEC materials.
• Bachelor’s degree in social sciences or related field, Masters desired.
• Minimum of five (5) years experience working with NGO’s, the Church, or government agencies in planning or implementation of rural development or agriculture related projects.
• Experience in qualitative and quantitative research methods.
• Experience in data analysis, presentation and report writing.
• Experience developing and refining data collection tools and IEC materials.
• Ability to document and communicate critical M &E information for improved program delivery and decision making.
• Ability to work with stakeholders on multiple levels including non-government organizations, business or private sector, donors, media groups, religious groups (Catholic, Muslim, etc.), indigenous /tribal communities, other grassroots communities, and government units.

AGRO-ENTERPRISE COORDINATORS (MANILA & DAVAO) – Multiple Positions
Provides technical support and direction for promoting improved livelihoods among small farmers through agroenterprise and enhancing partner organization capacities. Travel required 50-70% of his/her time.
• Minimum of BS in Agricultural Economics, Marketing, Business, and other related field, and/or experience in agricultural trading and financing.
• At least 2 years practical experience implementing agriculture marketing and community-based development projects with NGOs, Church, or government agencies.
• Proven ability in training, extension, and implementing field level agriculture programs, including the provision of technical assistance to local organizations.

DISASTER RISK REDUCTION – PROGRAM OFFICER (TAGUM CITY)
The position will provide community mobilization and training/capacity building support to targeted municipalities in the Project Andam (“Ready”) disaster risk reduction program in Compostela Valley. The position requires up to 30% travel with ability to deploy rapidly to emergency field settings.
• Bachelors Degree in Social Work, Community Development, or Social Sciences.
• Minimum of three (3) years experience as Community Development Specialist working with NGOs or government agencies in planning and implementation of emergency response, disaster risk reduction; training facilitation experience desired.
• Ability to build relationship and work with stakeholders on multiple levels including non-government organizations, donors, media groups, religious groups (Catholic, Muslim, etc.), and government units.
• Strong skills in developing organizational capacity including institutional strengthening, mentoring and coaching.
• Experience in project planning, reporting, and participatory approaches.
• Experience in participatory training and community based capacity building.
• Ability to identify project successes and solutions for factors affecting project implementation.
• Working knowledge of Sphere standards.

The position will provide operational and technical support during emergency water/sanitation/hygiene response during disasters. Position requires up to 50% travel with ability to deploy rapidly to emergency field settings.
• Bachelors Degree in Civil Engineering/Architecture
• Minimum of three (3) years experience working with NGOs or government agencies in planning and implementation of emergency response, disaster risk reduction; training experience desired.
• Ability to work with stakeholders on multiple levels including non-government organizations, donors, media groups, religious groups (Catholic, Muslim, etc.), and government units.
• Strong skills in developing organizational capacity including institutional strengthening, mentoring and coaching.
• Experience in project planning, reporting, and participatory approaches.
• Working knowledge of Sphere standards.
